They aren't doing you any favors with an odd shape like that!
Is each level going on round or heart shaped boards?, I'd opt for round unless you want a crash course in woodworking adding to the project.
After each level is iced and on its board stick 1/4 inch dowel in a cake and mark the height, cut and wrap with tin foil, use 4 for each cake.
If she wants separation tiers...with columns?
Can you talk her into a heart shaped base with the other 2 round?
makes it a bit easier. Do you have heart shape molds? it would help with crumb problems when icing.
